The system provides an intuitive application form that contains strict validation rules allowing the required data to be captured quickly and easily without errors or omissions.
e-Bulk validates:
- Full 5 years address history (the system does not allow gaps between each previous address)
- Postcode must be provided for all UK addresses
- e-Bulk Data format validation only allows specific characters to be entered in certain data fields
- Enforces previous surname be provided where required e.g. MS or MRS
- All mandatory fields have been fully completed
All of the data captured is based on the paper application form updated to accommodate online changes and to aid the logical flow of the application. Applicants can complete and access their application from anywhere they have internet access via totally secure log-in procedures.

After completing the application the applicant is provided a unique reference number which is also emailed if an email address is provided on the application.
This reference number can be used by other users of the system to recall the specific application for the ID checking process to be completed.
ID Checking
Any user assigned the role of ID Checker, Applicant Manager or Countersignatory can complete the ID Checking process.
The ID Checker can select the relevant ID Documents provided by the applicant and complete any required data fields; at this stage the appropriate CRB rules are applied to confirm the ID Check is complete and valid.
Validation checks:
- The correct number and types of documents have been selected
- Comparing Driving License no with application names
- Checking Passport and Driving Licence DOB with application DOB
- Confirming the validity of the document i.e. less than 3 or 12 months old
The Evidence Checked By field is pre-populated with the name of the person completing the check. If the VERIFY service (provided by the Post Office) is being used for ID checking this field can be overwritten by Countersignatories with the bar code of the VERIFY application.
The system is then prepared to batch send the applications after running the CRB e-Bulk validation over the data to again ensure there are no errors or omission. Using the CRB’s e-Bulk channel the applications are sent immediately to the CRB to begin processing.
Countersignatory Authorisation
On completion of the ID Check the Applicant Manager or Countersignatory is able to complete the details below (adapted from ‘Section Y’ of the current paper form):
- Disclosure type required
- Position involves working with Vulnerable Adults
- Position involves working with Children
- Is the applicant a Volunteer
- PoVA First check required
- Additional Information
When the application is ready and the e-Bulk validation checks have ensured there are no errors or omissions the Countersignatory can authorise the application by a push of a button. The application is then transferred securely to the CRB using the e-Bulk Interface.
